The United Arab Emirates is located in the southeast end of the Arabian Peninsula, and is located in the sea transportation hub of the Gulf into the Indian Ocean. It is rich in oil and natural gas resources. The oil industry is the pillar industry of the United Arab Emirates. The huge and stable oil revenue is the main source of the financial revenue of the United Arab Emirates, making it the second largest economy in the Gulf region and one of the richest countries in the world. According to the data of the International Monetary Fund and based on purchasing power parity, the GDP per capita of the UAE in 2017 was about 68000 US dollars, ranking 9th in the world.

At the same time, in order to reduce the dependence on the oil industry, reduce the impact of oil price fluctuations on economic growth, and achieve sustainable development, the UAE is committed to implementing economic diversification policies and encouraging innovative development, and has gradually become a medical care, finance, commerce, logistics, tourism center and commodity distribution center in the Middle East. On January 1, 2018, the United Arab Emirates launched value-added tax, with a value-added tax rate of 5%, but the tax rate of education, health care, oil and gas, transportation, real estate and other industries was zero, which confirmed the support of the region for the development of health care industry.

According to Arabian business, the UAE's medical expenditure in 2018 is expected to be 50.3 billion dirhams (US $13.7 billion), up 5.4% year on year. According to statistics, there are 154 hospitals in the UAE. In 2018, it received 49.1 million patients, 789,198 inpatients and 119,897 surgeries.

The UAE has a free medical system for its citizens and a compulsory medical insurance system for foreign residents. Due to the rapid growth of population and the rising cost of health care, the health services allocated by the government are under great pressure. To this end, the government launched a medical insurance program to encourage private sector investment. Private sector’s share in healthcare spending is expected to reach 33% by 2020.
